Ovidius University of Constanta (UOC) is a public institution of higher education founded in 1961, that became a multidisciplinary university in 1990, with programs for Bachelor, Master and Doctorate, a quality accreditation recognized by national and international institutions with high confidence.

The fields of education covered by its 16 faculties refer to economic sciences, arts, law and administrative sciences, mathematics and informatics, applied sciences, civil and mechanical engineering, theology, psychology and education sciences, history and political sciences, foreign languages, medicine and dentistry, pharmacy, agriculture and biology.

At the moment, UOC has 94 bachelor programs, 88 master programs, 7 doctoral schools and 38 post-university programs. It has almost 15.000 students and more than 1.000 academic and administrative staff. Also, it has over 1.100 international students, of which about 28% of the EU states and the European Economic Area.

Founded in 1961, Universities Ovidius Constanta (Ovidius University of Constanta) is a non-profit public higher-education institution located in the medium city of Constanta (population range of 250,000-499,999 inhabitants). Officially recognized by the Ministerial Education Cercetarii, Romania (Ministry of Education and Research of Romania), Universities Ovidius Constanta (UOC) is a large (uniRank enrollment range: 15,000-19,999 students) coeducational Romanian higher education institution. Universities Ovidius Constanta (UOC) offers courses and programs leading to officially recognized higher education degrees such as bachelor degrees in several areas of study. This 59 years old Romanian higher-education institution has a selective admission policy based on entrance examinations. UOC also provides several academic and non-academic facilities and services to students including a library, sports facilities, study abroad and exchange programs, as well as administrative services.

According to its Charter,[5] Ovidius University is governed by two formal bodies: the Administrative Board, responsible for day-to-day operations, and the Senate, which is the supreme decision making body, in charge of establishing the regulatory framework of the university. The university is led by the Rector, who is the legal representative of the institution and the president of the Administrative Board, assisted by five vice-rectors. The activities of the Senate are led by the president of the Senate, assisted by a vice-president. Faculties are managed by Deans, the collegiate decision making bodies being the Faculty Councils.

The Ovidius University of Constanta, with more than 15000 students, is known to be the largest European university situated on the coast of the Black Sea in an area that is currently developing at a very fast pace. The Faculty of Medicine was founded in 1990, under the name of Faculty of General Medicine, Dentistry and Pharmacy in 1990. Since 1993, the Faculty of Medicine began teaching English language medical programs at all levels and specializations, both in undergraduate and postgraduate courses. Currently there are over 800 foreign students, of which more than 600 are enrolled in the program in English, about 200 studying in Romanian.

The university offers bachelor's degrees in over 80 programs, master's degrees in over 70 programs and doctoral degrees in 8 fields of specialization.

At the moment bachelor's programs in English are offered in Medicine and Computer Science as well as in Cultural Studies. Ovidius University of Constanta also offers Ph.D. programs in English, French or Romanian.

As of 2014, most of the over 1,100 international students come from Moldova, Israel, Turkey, Albania, the United Kingdom, North Macedonia, Morocco, India, Turkmenistan, South Africa, etc.

The international students who wish to pursue studies in programs whose teaching language is Romanian are asked to demonstrate their proficiency or to learn Romanian during a preparatory year. The candidates, who can formally prove that they have studied in Romanian for at least four years consecutively, do not need to pass the Romanian language test or to attend the preparatory year.

The number of students is about 15000. Following the elections held in May 2014, the new Rector of Ovidius University of Constanta is Professor Soren Regina, a physician specialized in infectious diseases, former general manager of the Constanta Clinical Hospital for Infectious Diseases. During the elections held in 2016 the mandate of Professor Regina was renewed for a four-year term.

Ovidius University of Constanta is a public university, with medical faculties of Medicine, Dentistry, pharmacy, Physiotherapy etc. in English (Medicine) and Romania.  Admission and transfer is based on application file evaluation and English test.  The English test is eliminatory.

Both Medical and dental programs are for 6 years duration and only general medicine is available in English. Dentistry and Pharmacy (5 year program) are available only in Romanian. Prospective students, who do not speak Romania must first undergo one year preparatory course.  Ovidius University of Constanta has 3 medical faculties: Faculty of Medicine, Faculty Dentistry and Faculty of Pharmacy and all of them deliver diplomas recognized in all EEA.


Campuses

Ovidius University is located in the city of Constanta, Romania. The university's buildings are spread over the city, with usable area (lecture halls, seminar rooms, laboratories and reading rooms) totalling over 24,000 square meters.

Main buildings

The central (old) campus hosts the Rector's office and the Administrative Board meeting room is located at 124 Mammalia Boulevard. Aside from the headquarters of the university the campus includes lecture halls and classrooms for the Faculties of Mathematics and Computer Science, Applied Sciences, Engineering, Arts, etc. Nearby, civil engineers conduct their activity at 27 Unirii Street, whereas psychologists and economists teach at 58 Ion Vodă Street. Next to the headquarters is also the main university library, located at 126 Mammalia Boulevard.

The more recent north campus is situated at 1 University Alley, next to the Mamaia Lake and the summer resort of Mamaia. Building A, completed in 1998, hosts the Senate Hall and classrooms used by Philology, Economics, Law, History and Theology students. Building B, built in 2008, is meant for Medicine and Life sciences, whereas the nearby Building C hosts Pharmacy and Dentistry students. Other spaces belonging to the Faculty of Dentistry are situated downtown at 58 Ilarie Voronca Street, in a building refurbished in 2002.

Ovidius university admission procedure

Application file must include, but not only:

  • Citizens from EU third countries:    High-school Diploma: Original document certified for authentication by the Embassy of Romania to the issuer country or endorsed with the Apostille of    Hague, certified copy and certified Romanian translation;    High-school Transcript: Original document certified for authentication by the Embassy of Romania to the issuer country or endorsed with the Apostille    of Hague, certified copy and certified Romanian translation;
  • Citizens from EU, European Economic Area and Swiss Confederation:   High-school Diploma: original document, certified copy and certified Romanian translation;   High-school Transcript: original document, certified copy and certified Romanian translation;
  • Birth certificate (certified copy and certified Romanian translation);
  • Marriage certificate (certified copy and certified Romanian translation), for married candidates who changed their name
  • Copy of the pages 1-4 of the Passport;
  • Medical certificate (stating the ability to undergo studies at the University and that one is not a carrier for any contagious disease or something that endangers the profession, must contain the results from the set of analysis in lung and blood diseases), with validity up to 6 (six) months and certified Romanian translation;
  • 4 (four) colour photos (I.D. card type).

Transfer to medical study to Ovidius university

Medical students from recognized medical faculty, who have completed at least one year in other accredited university, can transfer university credits, based on ECTS, to medical study in Ovidius university of Constanta if they meet the legal transferring requirements. Transfer student s must provide all proper documentation related to the previous studies and be prepared to sit for makeup of difference exams (if necessary) after the enrollment.

Ovidius University of Constanta accepts transfer from second to 5th year based on previous university studies. The transfer student must pass all difference examinations (if any) during his first year and pass Romanian test at the end of his first year in Constanta.

The transfer is made from one education form to another, from one faculty to another or from one accredited or authorized university to “Ovidius” University of Constanța, taking into account the study programs and the educational plans, with regard to the European Credit Transfer System. The university wont accept transfer requests for the first year and the last year of study, whichever education form the students have been matriculated to or have requested transfer for. The Commission of equivalation/recognition within “Ovidius University of Constanta is responsible for assessing the differences and the year into which the candidate will transfer (according to the transcript from the file application).

The number of student places approved by the Romanian Government cannot be modified, excepting the cases when the candidates register their requests for special places (system of foreign currency payment of tuition fees).

If the number of transfer requests is larger than the number of available places (of a specific year of study), the university will proceed to the classification of students according to their academic results (average of the last year of study or the number of credits obtained). All those medical students who would like to have experience from a new university, continue his studies in Europe and so on, can have the opportunities of getting a European diploma studying making transfer to Constanta.
